National research universities: the perspective tool of higher education development in Russia

On April 24, 2009 in the congress centre of the hotel «Marriott Royal Aurora» a round table «National research universities: the perspective tool of development of higher education in Russia»took place. The event was organized by the TPP Committee of the Russian Federation on scientific and technical innovations and high technologies together with FOC Company (Financial and organizational consulting).

V.D.Rudashevskiy, the deputy director to the Chairman of TPP Committee of the Russian Federation on scientific and technical innovations and high technologies strategy; S.V.Lebedev, the deputy to the Director of the Department on Strategy and Perspective Projects in the Sphere of Education and Science of the Ministry of Education of RF; H.D.Chechenov, the Chairman of the Council of the Federation Committee on Education and Science; U.S.Karabasov, the First deputy to the Chairman of Committee GD of the Russian Federation on Education; M.A.Furschik, the operating partner of FOC Company; as well as other representatives of the higher key element of leading Moscow and regional higher education institutions participated in the work of the round table.

The event was chaired by V.D.Rudashevsky. In his opening address he noticed that «by many parameters the higher education school of Russia is not at all worse than the best western universities. However it obviously lacks an effective model of commercial development of the produced innovative ideas and technologies». Rudashevsky reminded to all those gathered that during the reformation of the higher education system some new forms of research and teaching activity organization were offered. One of such forms is the system of national research universities (NRU).

More detailed information on creation of NRU network was offered to the audience by S.V.Lebedev, the representative of the Ministry of Education and Science of the Russian Federation. As he said, NRU mission consists in preparation of highly-skilled personnel for hi-tech branches of the domestic industry, as well as in carrying out of basic researches on a wide spectrum of sciences and the subsequent commercial development of the received results.

The status of the national research university can be granted to any Higher Education Establishment that passed the corresponding competition. At the moment, as V.Lebedev explained, the Ministry of Education and Science of the Russian Federation finished working out the statutory acts which will allow holding the first competition. Creation of 15 Higher Education Establishments of NRU category is initially planned. 2 of them – Moscow Institute of Steel and Alloys and Moscow Engineering-Physics Institute – have already received a corresponding category by the special decree of the President of the Russian Federation, therefore 13 places will be opened for competition.

V.Lebedev pointed out that the competition will take place, most likely, in two stages: at the first stage the commission of experts will consider innovative projects of Establishments-candidates as well as their indicators by a number of parameters (personnel, research potential, a condition of material base etc.); at the second stage the contest commission itself will take the final decision.

Higher Education Establishments that will pass the competitive selection for NRU category will get financing for development of a profile research infrastructure. Non-profile components (for example, humanitarian faculties of technical colleges) will not be financed under this program.

H.D.Chechenov in his speech stopped on legislative aspect of NRU network creation. As he said, within the limits of the given program Higher Education Establishments and scientific research institutes should participate actively in commercialization of their own developments through the system of small and average-scale business. And for this purpose it is necessary to bring a number of changes into the legislation and to cancel VAT and the profit tax for this sort of enterprises.

M.A.Furschik noticed that the success of this or that Higher Education Establishment in competition in many respects depends on how competently each application is made and how ably its support at all stages of consideration is provided.

Furschik paid attention of all those gathered on the fact that the work on application preparation should be started right now. The expert has advised to Higher Education Establishments to give a maximum of attention to the application concept study.

From the organizational point of view of Furhchik suggested working in three stages: collecting analytical material, substantiation of competitive advantages of Higher Education Establishment and accurate system work on all variety of the received data to put it into the total conceptual document. To carry out such work a Higher Education Establishment will probably need to involve external advisers. The organizational-legal, financial, methodical issues connected with NRU network creation were also discussed during the round table. The problem of interaction of Higher Education Establishments with business was actively discussed. Representatives of Moscow Institute of Steel and Alloys and Moscow Engineering-Physics Institute, the Vladimir State University and the South Russian State Technical University told about the experience of interaction with business.
